December 10, 2006

 Attendees: Joe Loyas, Martin Lunde, Jon Souer, Steve Goemer, Tom Nelson, Tim Morris, and Brian Hartman.

Joe Loyas (new committee Chairperson) called the meeting to order @ 7:10 PM. Copies of the printed agenda and the sign-in sheet are attached for the record. Minutes of Committee Meetings will be posted online for all to read. Corrections should be submitted to Martin Lunde, after which corrected minutes will be reposted. The minutes from the Committee Meeting of November 5th were read and two corrections were noted for the record.

Scoutmaster’s Report - Jon Souer

Jon Souer has not received much feedback regarding the updated "parents handbook."

The Scouts need some additional training in several basics areas in order to be more effective:

  • Telephone basics
  • Project or event basics
  • Effective meetings basics

A St. Anthony Jazz Concert is coming up soon. Attendance at this concert counts toward part of one Merit Badge so this needs to be announced at the next Scout meeting.

The Scouts need to settle on their January and February campout activity. Options include:

  • Jan 27/28 Harriet Island campout
  • Urban Orienteering program
  • Broom ball tournament
  • Snow tubing or skiing – assuming there will be snow.

Treasurer’s Report - Tom Nelson

Checking balance is $2688 and savings balance is $2012. A total of $2300 is earmarked for Scout accounts. This does not include the Fall Camporee, but does include the popcorn and wreath monies.

 Troop 153 will reimburse Pack 153 for a bounced $275 check received last year during the popcorn and wreath sales. Tom will E-mail the person who owes the money every month until it is paid in full.

Quartermaster’s Report - Steve Goemer

Two hoses for the propane stoves and tanks are missing and must be either located or replaced if they cannot be found. Other than that, no new items.

Advancement Report – Mike Petersen (not present but offered by Jon Souer)

Eric Petersen received his Eagle award at his Eagle court of Honor. Matt Johnson finished his last 3 badges before his 18th birthday but still needs to complete the paperwork. Nick Johnson may have missed the deadline for completion of his Eagle project; thus may have missed Eagle.

Shane Morris was removed as a Patrol Leader due to missing 3 PLC meetings. Tim Morris questioned this policy as he was not award of it. A discussion ensued during which all agreed that Troop/parent/Scout communication must improve significantly. All events (not just Committee meetings) should be E-mailed so that everyone has the proper information ahead of time for planning purposes. Another consideration may be to bring back the "yellow post card" that seemed to be so effective in the past.

Youth Protection – Joe Loyas

All required youth forms are up to date. Joe is working on getting all event driver forms up to date. Joe indicated that we should continue to file for trip permits for all trips in order to maintain BSA insurance coverage on each trip.

Sara McFee will be taking over the Youth Protection position now that Joe Loyas is committee Chairperson. Thank you Sara!!!

 Recycling - Scott Roadfeldt (not present but offered by Tom Nelson)

Aluminum is presently bringing $.77/lb. As a result, the Troop made $284 as a result of the last haul to the scrap yard. The Troop needs a permanent place to store the old trailer (used only for recycling at this point).

 Recruiting/Retention Report

Competition for new Scouts from Packs is fierce as some Troops do not have feeder Packs. Tim suggested that the Troop offer to pay for a Scouts 1st year to attract any Webelos or transfer Scouts. This motion was seconded by Tom Nelson, was discussed and passed by a 100% "in favor" vote.

It was noted that the Troop already pays for all adult training as soon as their son joins the Troop. In the future they will also receive a Parent Handbook.

Upcoming Events

  • Philmont 2008 – July 15 thru July 28 - a max of 24 people can go (2 crews). However, a $50/person deposit is required by the end of December. However, deposits for only 14 people (2 crews of 7 each) need to be forwarded.
  • Canadian fishing trip summer 2007 – August 12 thru August 19 - Tom Nelson suggested a "trip passport format" for qualifying to attend this event. Tom passed out a sheet listing what would be required in order to obtain the Passport (see attachment). Strong positive reception to this suggestion. Tom will refine the requirements.

Other Items

  • Rechartering – present have: 1 SM, 20 ASM, 3 committee members and 1 Charter Rep (Roy Nelson). This should be reconfigured to: 1 SM, 2 ASM, 1 Charter Rep and all other active adults as committee members. This provides more personnel for Boards of Review.
  • Some progress on trailer lettering – 1st bid is $340 for lettering applied utilizing a large clear sheet with white lettering. More bids coming.
  • Friends of Scouting – do a parent meeting in January with at least one parent of each Scout in attendance. Discuss Friends of Scouting and hand out the Parent Handbook at this meeting.
  • Troop 153 is now Troop 3153 as a result of the two Councils joining this past year. This will require a new Troop flag (Tim offered to get this during a run to Council Headquarters). Our tax number is ES 35453.

 With no further business, the meeting was closed at 9:00 PM. The next Committee meeting will be held at 7:00 PM on Sunday January 7th at Faith Methodist Church, St. Anthony, MN.
